Symptoms

On a computer that is running Windows 7 or Windows Server 2008 R2, the Routing and Remote Access service (RRAS) does not start when there is no network connectivity.

Cause

When RRAS starts, it tries to initialize certain functions in Internet Authentication Service (IAS) for authentication. The IAS initialization fails when there is no network connectivity. Therefore, RRAS does not start. On Windows 7 and on Windows Server 2008 R2, IAS initialization failure is by design when there is no network connectivity.

Workaround

To start RRAS in order to create a new incoming connection, your computer needs to be connected to a network.

Default Behavior

Routing and Remote Access is a Win32 service. In Windows 7 it is disabled and therefore it isn't starting. When the Routing and Remote Access service is started, it is running as localSystem in a shared process of svchost.exe. Other system components, such as drivers and services, may run in the same process.

Dependencies

Routing and Remote Access is unable to start, if at least one of the following services is stopped or disabled:

Restore Default Startup Configuration for Routing and Remote Access

Before you begin doing this, make sure that all the services on which Routing and Remote Access depends are configured by default and function properly. See the list of dependencies above.

Whatever else, please put back the IPv6. Contrary to what you may find when searching for fixes, deleting/removing IPv6 is NOT recommended, and in fact may break more things. See the blog post on issues after disabling IPv6 which also address the proper steps for disabling IPv6 if it's necessary.
