We encountered an issue with a user that uses the option "use shift key to disable caps-lock" on her local machine (w8). When she connects to a terminal server (2012r2) she can't turn off caps-lock not with her shift key nor with the caps-lock key.

I tested on a Windows 8.1 system and noticed that when we enable the option "use shift key to disable caps-lock", we need to turn it (caps lock) on by clicking caps lock key, and turn it off by clicking shift key. Shift key cannot help turn it on, or Caps Lock key cannot turn it off.
