Can I use Outlook Web access for remote users?
Using Email With Remote Access Non-CCF managed devices will use Outlook Web Access (OWA) to process email. CCF-managed devices will continue to use Enterprise Outlook. OWA does not allow attachments from network folders and will be restricted to local files only.

Do I need a CAC to Access OWA sites?
Here are my thoughts: These are all public facing OWA servers that are located in a DMZ on a government computer network and require your CAC to access the site. So, the links won't help anyone if they don't have a CAC and an email account on that particular network.

CCF-managed devices will continue to use Enterprise Outlook. OWA does not allow attachments from network folders and will be restricted to local files only. This is a licensing, security, and compliance requirement.
