Does the T110 II have an idrac?

The set up and configuration is very straightforward. It sounds like you have it configured properly. I suspect that you don't actually have an iDRAC. The T110 II has three options: BMC/iDRAC Express/iDRAC Enterprise. The only option of the three that does not support the web-based GUI you are trying to access is the BMC. You can boot into the BMC BIOS via CTL E and configure network settings with any of the three options, but only the iDRAC Express/Enterprise offer a web-based GUI. I would recommend double checking to make sure you have an iDRAC. You can review the iDRAC features on page 22 of the user's guide:

Is idrac an option on T110 II?

Well, I was right and wrong. Your issue is that you don't have an iDRAC, that part I was correct about. The part I was incorrect about is that the iDRAC is an option on the T110 II. I show that the BMC is the only option on the T110 II. It is not possible to add an iDRAC or iDRAC enterprise to that server.

Configuration option information (pertinent to options such as microprocessors, system memory, remote access controllers, and storage controllers) is available by component separately. The NV components detailed in Table 15 are present in the PowerEdge T110 II server.

What are the different types of power management?

Power management features come in two types: fixed or generic. Fixed features use bits defined in the ACPI specification for specific capabilities. The fixed feature bits give the OS complete control over the power management of a device, since the location of the bits is given to the OS in the FACP table. Thus, a driver can directly access bits to control a device’s power management. Generic features have defined enable and status bits, but the functionality is not fully visible to the OS. Dell provides ASL code to handle the details of generic features, allowing the OS to intelligently communicate with system-specific hardware.
