What to do if client does not have eligibility in Minnesota?

If the client does not have eligibility indicated in MN–ITS, connect with the individual’s county/Tribe of financial responsibility to determine if they may be eligible for funding through the Behavioral Health Fund (BHF). Although the financial eligibility guidelines are the same, please coordinate with the county/Tribe to complete financial eligibility determination.

What is the number to call for MHCP?

For questions about fee-for-service coverage policies and billing procedures provided to MHCP members, contact the Provider Call Center at 651-431-2700 or 800-366-5411.

How to continue direct access?

If the client wants to continue to follow Direct Access process and is financially eligible, ask the client if they have had any assessments done previously, and if so, where. Have the client sign a release of information to the provider to obtain the previously completed assessment (could be Rule 25 or comprehensive assessment). Review and update the assessment to determine current severity ratings.

What is a 245G license?

There is a definition of a licensed professional in private practice is located in 245G.01, subdivision 17, which does not allow for multiple licensed professionals to affiliate to provide alcohol and drug counseling. If you are unsure whether or not you need a 245G program license, please contact DHS licensing.

When can a tribe start billing for treatment coordination?

Counties and tribes may begin billing for treatment coordination (as long as they are enrolled with Minnesota Health Care Programs to bill for the service) after the completion of a comprehensive assessment or if authorized based on a Rule 25 assessment and a SA is issued for the service.

Is private practice licensed by DHS?

Licensed professionals in private practice are not licensed by DHS, rather they are held to the standards of their applicable governing licensing board. It is the provider’s responsibility to be well versed in these rules and regulations and reach out to their board if they have questions.

Can you complete the Daanes assessment record?

If the individual meets the appropriate severity ratings for the level of care your agency provides and chooses to attend your program, you can move forward with completing the DAANES admission record. If the client chooses or is referred to a different program , just complete the DAANES assessment record.

Enabling technology: Technology that makes on-demand remote supervision and support possible.

Overview

Remote support is the provision of a covered service by a staff member or caregiver who is at a remote location and is engaged with the person through enabling technology that uses live, two-way communication.

Applicability

Remote support is not a service. It is a method used to deliver an allowable service. The person has the right to refuse, stop or suspend the use of remote support at any time.

BI, CAC, CADI and DD

For people on Brain Injury (BI), Community Access for Disability Inclusion (CADI), Community Alternative Care (CAC) and Developmental Disabilities (DD) waivers, remote support can be used for the following allowable services:

When will Minnesota extend remote delivery?

The Minnesota Legislature extended remote delivery for Qualified Professional visits through Aug. 30, 2021.The effective date time frame for this waiver was Mar. 19, 2020, to Aug. 30, 2021.

When will the Minnesota Health Care Programs waiver be reinstated?

The Minnesota Legislature reinstated this waiver, which was effective during the dates of Dec. 1, 2020 – Feb. 7, 2021, during the state peacetime emergency. Minnesota Health Care Programs (MHCP) will temporarily waive the restriction on allowing certain family members to provide and receive payment for personal care assistance services to MHCP-enrolled PCA members. The intent of this waiver is to reduce the spread of COVID-19 by reducing the need for additional PCA providers to enter the home to provide PCA services during the pandemic.

What is required to bill for telehealth?

To bill for telehealth or telephonic telehealth, providers must have documentation of services provided and have followed all clinical standards.

Does MHCP cover PCR?

MHCP covers over-the-counter (OTC) antigen tests and polymerase chain reaction (PCR) tests. Tests must be billed as a Durable Medical Equipment (DME) and Supplies benefit. OTC tests can be dispensed by any provider that is eligible to bill MHCP as a DME supplier (including any pharmacies that are enrolled). A prescription is required. Prescriptions can come from approved licensed professionals within the scope of their practice according to DME policy as well as pharmacists (according to the PREP Act).

What documents do providers need to document and maintain in the client file?

Providers must document and maintain in the client file the name of the person providing consent, relationship to the client, and date verbal consent was obtained.

Contact the Behavioral Health Division ( BHD) at dhs.ma.behavioral.health@state.mn.us or call 651-431-2225 regarding your certification timelines and options. We will not automatically extend your services. You will need to contact BHD to initiate a COVID-19 recertification extension approval.

What is a government agency in Minnesota?

A Government Agency encompasses Minnesota federal, state, and local government entities. Non-profit corporations and private attorneys are not eligible. However, if a private attorney is under contract with a Minnesota state or local Agency (such as a city prosecutor), the Agency may apply and allow the private attorney to use its account for government purposes only. How to add a user to a Minnesota agency?

To add or remove a User, the Agency Account Manager will submit a Change Request Form with other documents as separate attachments to the Minnesota Judicial Branch.

How to apply for MGA in Minnesota?

To apply for MGA, Government Agencies will need to designate an Agency Account Manager, who will coordinate the Users’ responsibilities of the application process (register online and sign a User Acknowledgement Form), and submit the required Application Materials to the Minnesota Judicial Branch.

What is an example of a city or county resolution?

Examples: Typically, an Agency will send us a city or county resolution; city or council charter language; or other documentation referencing a specific statute or ordinance that grants the person signing the agreement the authority to sign the agreement on behalf of the Agency.

Who will give instructions on how to register for MGA?

Users will be given instructions (on how to register for MGA) by their Agency Account Managers.

Does Minnesota have a signature authority?

There is no specific document for this signing authority, as the verification of authorization for each signer varies by Agency. The Minnesota Judicial Branch needs documentation that tells us the person signing the agreement has the authority to sign it.

What is MPA in Minnesota?

Minnesota Public Access (MPA) Remote offers access to case information via the internet for certain court records in the Minnesota Court Information System (MNCIS). The information is limited as described in the MN Rules of Public Access to Records of the Judicial Branch.

Can you view court records online in MPA?

Court documents cannot be viewed in MPA Remote. Minnesota Court Records Online (MCRO) is a new application to provide online access to Minnesota state district (trial) court records and documents.
