When does Plex send a websocket?
Plex sends a websocket event when it checks and says the connection is down. There is no longer any Tautulli logic in the mix. It's the same as any play, stop, or pause event.
Can you disable remote monitoring on Plex?
There is no setting to enable/disable monitoring remote access. It is automatically enabled now as long as the websocket to your Plex server is connected. As mentioned above the Plex server only performs this check at its own interval.

Let me preface by saying this is a tiny rant and i do absolutely love the additions that has been made by the devs with subtitles over the past few years, in-app download being top on my list.
