Some of those models are Comcast's "xFi gateways", which support their "Xfinity Advanced Security " firewall, which will block incoming connections shortly after they're established , even when the router is in bridge mode. You have to disable it in the Xfinity app or website.

Yikes. Please do not leave the firewall completely disabled on your Windows box running Plex! (Not sure if you were only doing that for testing or if you've left it that way.) You can and should add an entry for the Plex server to the firewall configuration instead of leaving it completely off regardless of how your Plex app and Google WiFi are configured.
