Needing a solution for the customer sooner than later, and having wasted several more hours, I decided to temporarily config RRAS on to the application server, and sure enough NAT is an available protocol. So what gives? The application server is 2008 R2 Std., the other (problem) server is SBS 2008 R2 Std.
