When using the Remote Tools in SCCM and the user has the machine locked or is not logged on, the Remote tools are asking if you would to Use Remote Desktop.

Unfortunately this is by design. Remote Tools only works when a user is logged in. This is not a ConfigMgr contriction as they simply use the protocals set by other departments for this.
