So, basically you have a name resolution problem over your VPN. The problem is precisely that you are relying on NetBIOS, which operates via broadcast. Broadcast packets are generally not routable over a VPN, so you need to rethink your name resolution strategy. You either have the option to update your LMHosts file or put DNS in place.

All you should need to do is enable IP routing on the RRAS server. The RRAS server itself should then route between the LAN subnet and the remote subnet. You don't need a NIC - it uses the internal interface in RRAS which is the endpoint for the VPN connections.

I have not done this before so I cannot say 100% for sure but I'm guessing that if you add a third NIC as your subnet 192.168.252.0 then enable routing between the two private subnets you will achieve your goal.
