yup it starts at your end and goes out each layer. double nats are messy and can couse a lot of problems. under normal situation your port number is at the end of your external ip address, not your internal one. so in this case if your trying to acess it from off campus it your port number likely, and admitily its a guess on my part, likely needs to point to your router. using a port attached to a internal ip adress wont show to a external ip adress.
