The two Python scripts (one is mine) can be auto-started at boot time using systemd unit files. The other commands (to configure hci0 and pan0) can probably be added to rc.local. I'm not sure off the top of my head which ones need to be run after every boot.

It's not clear to me exactly what your issues are. I haven't played with PAN in several years, and am far from expert on it.

OK, well I keep digging into this and perhaps someone else will come along. I do have the Pi set as constantly discoverable but it's perhaps the trusting part that's holding me up.

Start by typing 'bluetoothctl' into a terminal window. It will respond with the local device, and any paired devices. If your device of interest is listed, that means it is paired. If your targeted is listed, try 'info <bdaddr>' using the bdaddr of your target device. That will tell if it is trusted.
